Monthly charges for water shall become due and payable on the sixteenth day of the billing month. If the total amount due the city is not paid by 5:00 p.m. on the sixteenth day of the billing month, then the bill shall be considered delinquent and a late fee in the amount specified in the city’s current fee schedule shall be added to the amount delinquent.
