Additions, changes, deletions, or modifications to the water system must be in compliance with the provisions of this section. Plans and specifications for additions, changes, deletions, or modifications of the water system shall be reviewed for compliance with these regulations and for certification of compliance by the competent city authority or authorities as may be designated by the city. Construction, as proposed by those plans and specifications, shall not commence prior to certification by the designated authority and approval by the city.
