(A) A person is not required to wear a helmet if the person has in its immediate possession a health exemption identification prescribed by this section.
(B) The City Administrator shall provide a health exemption identification to a person with a written statement from a licensed physician that sets forth the person's health condition and explains why the condition prevents the person from wearing a helmet.
(C) The City Administrator shall establish procedures to implement this section.
