§ 98.01 DEFINITIONS.
   For purposes of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   APPROVED BICYCLE HELMET. A head covering designed to protect the head that meets or exceeds the requirements of standard Z-90.4 set by the American Nationals Standard Institute (ANSI) or the Snell Foundation, or a subsequent nationally recognized standard for helmet performance as the city may adopt.
   BICYCLE. Every device propelled solely by human power upon which a person or persons may ride, having 2 tandem wheels, either of which is 8 inches or more in diameter, or 3 wheels, any of which is more than 20 inches in diameter. BICYCLE shall include any child-seat, trailer, side-car, or other device attached to a bicycle. For purposes of this chapter, BICYCLE shall include electric-assisted bicycles and electric motor foot scooters. A device meeting the definition of a bicycle shall be considered a bicycle notwithstanding the fact that training wheels are affixed to the device.
   BICYCLE HELMET. See APPROVED BICYCLE HELMET.
   CHILD. A person under the age of 16 years.
   GUARDIAN. A person legally responsible for the care and management of a person under the age of 16 years. GUARDIAN shall include the parent, a person with legal custody, a person with temporary custody, or a person who is temporarily caring for the child.
   PUBLIC AREA. The public roadways, trails, bicycle paths, parks, public property, public rights-of-way, and publicly owned facilities within the city limits of the City of Parker, Collin County, Texas.
