(A) For the purpose of staggering the terms of office of Council members, they shall be divided into 2 groups. One group is to be composed of 2 Council members, whose term of office shall expire in the same year that the term of office of the Mayor expires. The other group shall be composed of the remaining 3 Council members, whose term of office shall expire in the year when the term of office of the Mayor does not expire.
(B) Commencing with the election to be held in April, 1975, and at all elections to be held thereafter, the office of any Council member whose term of office expires that year, or expires in any year thereafter, shall be filled for a term of 2 years.
