Each energy rate, monthly service charge, outdoor lighting rate, and pole rate for all customer classifications shall automatically increase annually for billings on and after July 1, 2027 based on the unadjusted percent change for the "Electricity" expenditure category of the Consumer Price Index for All Urban Customers for most recent 12-month data available as of July 1 of that year. The adjustment factor expressed, as a percent change increase, will be used to recalculate the rates and charges annually.
