(A) The fees associated with establishing, operating, or updating the city’s pretreatment program shall consist of the actual and direct cost incurred. These fees or charges shall be jointly and equally shared by all pretreatment participants.
(B) The fees for monitoring, to include biomonitoring, inspections, surveillance procedures, reviewing actual discharge procedures (to include clean-up, stabilization, neutralization or other treatment as may be required and/or construction) shall consist of the actual and direct costs incurred by the city. These fees or charges shall be assessed individually to each pretreatment participant as may be necessary.
(C) The fee for each initial permit application or annual renewal shall be three hundred dollars ($300.00) for identified commercial or industrial participants.
(D) (1) The fee for wastehaulers to be permitted shall be three hundred dollars ($300.00);
(2) The fees for discharging waste into the POTW shall be twenty-five dollars ($25.00) per one thousand (1,000) gallons.
(E) (1) The fees for consistent removal by the POTW of pollutants otherwise subject to Federal Pretreatment Standards shall be:
(a) BOD in excess of 250 mg/l = $.20 per pound;
(b) TSS in excess of 300 mg/l = $.20 per pound;
(c) NH3N in excess of 30 mg/l = $.17 per pound
(2) These fees shall be calculated as follows:
Fee = [Q MGD (P - A) (8.34/lb gal) R/lb]
Q MGD = Flow Million Gallons/Day
P = Parameter concentration
A = Allowable parameter concentration
R/lb = Rate $ per pound
(F) Other fees as the city may deem necessary to carry out the requirements contained herein shall consist solely of the actual and direct costs incurred by the city.
(G) These fees relate only to the matters covered by this article and are separate from all other fees chargeable by the city.
