The following conditions shall be met prior to city acceptance of a proposed project:
(A) Final inspection by the city;
(B) Certificate of payment of all expenses;
(C) Legal description of all rights-of-way or easements;
(D) Transfer of all rights-of-way to city or dedicated to public use; and
(E) The project shall be guaranteed of all workmanship and materials for a period of one (1) year from the date of acceptance by the city.
