(A) It shall be unlawful for any person to display for sale or to sell at retail any goods, wares, or merchandise of any kind, character, or description upon the streets, except:
(1) During special events where approval is granted by the Board of Commissioners and the roadway is closed to vehicular traffic; or
(2) The delivery of goods, wares, or merchandise is made onto a city sidewalk or private property.
(B) Controlling traffic and parking laws, regulations, and restrictions shall remain in force at all times governing retail sales made in compliance with this section.
