§ 41.400 LIGHTING REQUIRED; PASSAGE TO BE MAINTAINED
   It shall be unlawful for any person to place, build, or maintain any obstruction on any sidewalk of the city, unless the obstruction is lighted at night, and unless the obstruction is so placed that free and easy passage and use of the sidewalk is not interfered with.
