Any person cutting or digging any hole in any street, alley, or other thoroughfare of the city or any public sidewalk shall, at all times, while the work is being done and until the property has been restored and repaired, display his assigned color in come prominent and readily recognized manner at or near the work so that passersby may readily identify them.
