(A) Persons in the contracting business who, in the opinion of the City Engineer, are likely to need one (1) or more additional permits within one (1) calendar year shall be assigned a permanent code color.
(B) The Columbia Gas Company, Kentucky Utilities Company, and other companies holding city franchises, which, by the terms of this chapter are not required to secure a permit, shall nevertheless be assigned a specific and different code color.
