All vehicles found to be parked in violation of overtime parking regulations for a period of two (2) days or more, parked at a fire plug or in a fire lane, blocking a sidewalk or driveway, or parked in parking spaces for persons with disabilities, or otherwise parked in such a manner that it is a fire or traffic hazard may be towed or impounded by the city. Pursuant to KRS 82.625, as may be amended, reasonable towing, handling, and storage charges for any vehicle towed or impounded shall be imposed against a vehicle which must be paid in full before the vehicle may be released.
