(A) No railroad locomotive shall pass through or run over any street grade crossing in the city at a speed of greater than thirty-five (35) miles per hour, except as provided in subsection (B).
(B) When any locomotive of a southbound train reaches the south side of the Winchester Street crossing, or any locomotive or northbound train reaches the north side of the Stoner Avenue crossing, or the west side of the Twentieth Street crossing, such train may them resume allowable operating speed as permissible under the railroad company’s transportation rules.
