(B) Customers outside the city. Consumer customers outside the city limits shall pay the same rates and charges for sewage service provided as customers within the city. For water consumed, consumer customers outside the city limits shall pay the same rates and charges as customers within the city plus an additional forty percent (40%) thereof with their minimum charges payable, also forty percent (40%) greater than as set forth hereinabove.
