§ 33.002 ADMINISTRATION
   Except as otherwise provided herein, the Superintendent or Pretreatment Coordinator shall administer, implement, and enforce the provisions of this chapter. Any powers granted to or duties imposed upon the Superintendent or Pretreatment Coordinator may be delegated by the City Manager or otherwise empowered city employee.
