During the effective period of any water supply shortage, as provided for in §§ 32.004 through 32.006, the Mayor, or City Manager or Water Superintendent, is empowered to promulgate such regulations as may be necessary to carry out the provisions of this chapter, any water supply shortage resolution, or water shortage rate ordinance. Such regulations shall be subject to the approval of the governing body at its next regular or emergency meeting.
