§ 31.252 COMMERCIAL ESTABLISHMENTS
   (A)   Any collection service contracting with the city shall divide all commercial establishments or other users of the city collection service other than residences into classifications and may be divided into groups or subclassifications within a classification, based upon such factors as weight and quantity of refuse, quantity and frequency of service, manpower and time of handling required, and other factors affecting the cost of service involved.
   (B)   Assignment of a particular classification and group may be changed from time to time to more correctly reflect the actual facts and costs involved or to meet changes of circumstances.
   (C)   Where several commercial establishments are served by the same water meter and customarily place their garbage and trash in the same container or group of containers, they shall be treated as a single unit and classed and charged accordingly.
