(A) The burying of trash, garbage, or other refuse anywhere within the city, except as otherwise provided, and under the direction of the City Engineer, is expressly prohibited unless performed in strict accordance with any and all applicable health and safety regulations that may be issued by the City Engineer.
(B) In any event, any refuse that may be buried must be covered with a layer of dirt or clay not less than eighteen (18) inches in depth or thickness.
