§ 31.005 PLACE OF DISPOSAL
   The disposal or dumping of garbage or trash in any quantity by any individual householder or commercial establishment in any place, private or public, within the city limits other than at the city dump or other site that may from time to time be specifically authorized by the City Engineer is prohibited.
