The deposit required in this article will be held in a special fund for a period of eighteen (18) months and it shall be refunded at the request of the customer subject to the following conditions:
(A) The customer’s name has not appeared on the delinquent list, printed on the twentieth (20th) day of each month, more than two (2) times in the eighteen (18) month period;
(B) Should the name appear more than twice in that eighteen (18) month time period, the customer must wait an additional twelve (12) months. If at the end of the twelve (12) month period the customer had more than one (1) delinquency, the deposit shall be retained until the customer has no more than one (1) delinquency in a twelve (12) month period.
