It shall be the policy of the city to safeguard all individuals within the city from discrimination because of race, color, religion, national origin, and disability in connection with places of public accommodation, resort, or amusement, employment, and housing, thereby to protect their interest in personal dignity and freedom from humiliation, to make available to the city their full productive capabilities, and to preserve the public safety, health, and general welfare; and to prohibit discrimination in employment against individuals because of sex or age between forty (40) and seventy (70) years of age.
