This article is to prevent discrimination against individuals because of race, color, religion, national origin, sex, age (between forty (40) and seventy (70) years of age), or disability, which represents an affront to the dignity of the individuals against whom it is directed and which adversely affects the continued improvement, growth, and progress of the city, and is detrimental to the public health, safety, and welfare.
