The Fire Chief shall keep, in the office of the Bureau of Fire Prevention, a record of all fires and of all the facts concerning the fires, including statistics as to the extent of the fire and the damage caused by it, and whether the losses were covered by insurance, and if so, in what amount. The record shall be made daily from the reports made by the inspectors under the provisions of this article. All such records shall be public, provided, however, that reports of fire losses may, in the discretion of the Fire Chief, be withheld from the public.
