Retirement shall generally be governed by the rules and regulations from time to time established by the Board of Commissioners, but, in any event, no officer shall continue on active duty after attaining the age of sixty-five (65) years without the special permission of the Board of Commissioners granted upon the recommendation of the Chief of Police and the City Manager.
