When the police appropriation for the maintenance of the department is sufficient, and no emergencies exist, vacations with full pay will be granted to each member of the department for a period of fifteen (15) working days each year, which will be known as annual vacation; provided, however, that no member who has served less than one (1) year in the Police Department shall be entitled to an annual vacation. The Chief of Police shall designate when the annual vacation shall take place. The Chief, however, shall have the right to refuse or cancel any annual vacation or recall any officer from vacation or days off in the event of an emergency.
