The city hereby establishes a separate fund which shall be maintained and used solely for the purpose of developing and operating such historic centers and to consist of all contributions which may be made to such fund for such purpose by individuals, corporations, firms, organizations, or other groups and such appropriations as may be voted from time to time by the Board of Commissioners for such fund.
