In all matters coming before the Board of Commissioners requiring action, upon the request of any City Commissioner or the Mayor, the vote upon such action shall be taken by written ballot, with each City Commissioner present marking a ballot “yes” or “nay”, signing his name thereto, and turning same into the City Clerk/Treasurer without announcing his vote. The Mayor shall then announce the results of the vote and the City Clerk/Treasurer shall record in the minutes how each City Commissioner voted.
