(A) The Local Board of Aviation Commissioners shall be composed of four members. The Town Council shall select the members of the Boards. To be eligible to be a member of the Board, a person must:
(1) Be at least 18 years of age;
(2) Be a resident of Orange County; and
(3) Not be actively engaged or employed in commercial aeronautics.
(B) Not more than two members of the Board shall be of the same political party.
