§ 32.20 PLAN COMMISSION ESTABLISHED.
   (A)   There is hereby established the Paoli Plan Commission under the authority of I.C. 36-7-4-200 et seq.
   (B)   The Plan Commission, pursuant to I.C. 36-7-4-207, shall consist of seven members as follows:
      (1)   The Town Council shall appoint three persons who must be elected or appointed officials or employees of the municipal government to hold office during and for the term of their office with the government;
      (2)   The President of the Town Council shall appoint four citizens as members of the Commission, not more than two of whom shall be members of the same political party. Two of the four members shall be appointed for a term of three years, and two for a term of four years. The terms shall expire on January 1 of the third and fourth years, respectively, following their appointment. Thereafter, as terms expire, each new appointment shall be for a term of four years; and
      (3)   If the town exercises jurisdiction outside its incorporated area pursuant to I.C. 36-7-4-205, the executive of the county in which the unincorporated area is located shall appoint two additional citizen members to the municipal Plan Commission. The citizen members must reside in the designated unincorporated area and shall not be of the same political party.
