§ 153.03 STREET PAVEMENT REQUIREMENTS AND COSTS.
   (A)   All such streets shall be paved as follows: a 12-inch road base of #63's, four inches of #9's hot mix for base, and two inches of finished hot mix.
   (B)   Street width is to be 20 feet with curb apron. The curb apron will be two feet wide, back to be 12 inches high in back and six inches high on front. The cost of paving of such streets shall be borne wholly and solely by the owners of the land over, along, across and upon which such streets shall be laid out. In the case such streets shall have been previously dedicated but unopened, paving shall be at the sole cost of the abutting land owner on each side thereof, each abutting land owner paying one-half of the costs of the paving adjacent to their lands as aforesaid. Curbs and gutters and curb aprons shall be constructed by the land owner or the land owner adjacent to the street, as aforesaid, at the sole expense of the land owner, the same to be constructed of the land owner, the same to be constructed in accordance with the plans and specifications therefor provided by the town, and subject to the approval of the Town Council.
   (C)   A performance bond in the amount of 100% of the estimated construction cost shall be posted with the town before any construction activities may occur. The value of such bond shall be established by the Town Council. This bond may be in the form of a certified check, passbook account, insurance surety or other means deemed appropriate by the Town Council.
