All kennels, pet shops or other facilities, whether operated by for-profit or not-for-profit organizations, or individuals keeping more than five animals over six months of age on their premises are subject to inspection by the ACO upon his or her request and during reasonable hours. The ACO must certify that all local, state and federal laws are being complied with and that the animals are being cared for in a reasonable and humane manner.
