§ 30.17 VOTING PROCEDURES.
   (A)   Ordinances.
      (1)   Pursuant to I.C. 36-5-2-9.8, any ordinance being passed by the Town Council on the same day or at the same meeting at which it is introduced required a 2/3 vote of all the elected members, after unanimous consent of the members present to consider the ordinance.
      (2)   Pursuant to I.C. 36-5-2-9.6, and other ordinances, a majority vote of the Town Council is required to pass an ordinance being considered for its second time at a separate meeting on a separate day, unless a greater vote is required by statute or by ordinance.
   (B)   Resolutions, contracts and miscellaneous.
      (1)   Resolutions, contracts and miscellaneous may be adopted on one reading only if such resolution receives the unanimous affirmative vote of the Town Council, upon a motion to adopt at first reading, at a meeting at which not less than three members of the Town Council are present and voting.
      (2)   In all other cases, resolutions are deemed adopted after an affirmative majority vote upon a motion to adopt after a second reading at the next Town Council meeting.
   (C)   Reading defined. For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      FIRST READING. For all matters properly docketed pursuant to this subchapter, a reading is accomplished by verbally reading the number, title or name of the document and its docket number together with the date of docketing. For all other matters requiring a reading, such reading shall be a
verbal verbatim reading of the document, without reference to its adoption or attestation clauses, if so directed by the Council.
      SECOND READING. A verbal reading by name or title of the document only.
   (D)   Amendments and other changes. The amendment of any ordinance or change in any resolution, contract or miscellaneous matter requires the same vote as was originally required for passage.
