Revenue from service charge collections will be deposited in a separate fund. Only payments of costs incident to the service will be made from this fund. Any surplus accumulating in this fund will be retained to apply to any increases in the cost of providing the service, or to permit reduction in service charges, by action of the Town Council when feasible.
