In lieu of any telecommunications carrier imposing a three percent accounting charge on its subscribers as permitted under the Emergency Telephone System Act, 50 ILCS 750/0.01 et seq., each telecommunications carrier is hereby authorized and instructed to recover such accounting charge by deducting three percent from the amount of the surcharge otherwise due and owing the Village prior to remittance under Section 1066.07.
