(a) A surcharge is hereby imposed, at the rate of seventy-five cents ($0.75) per month per in-service network connection, upon all telecommunication carriers engaged in the business of transmitting messages, by means of electricity, originating in the Village and terminating in the State, for funding of a 911 emergency telephone system. A network connection shall not be deemed to be in-service where a subscriber's account is uncollectible.

(b) A monthly billed subscriber shall be deemed to reside in the Village if the service address is located in the Village.
