(a) Promptly after the close of the public hearing, the Commission shall:
(1) Determine that withdrawal of a designation is not warranted and recommend to the Council denial of the application; or
(2) Recommend to the Council that a designation should be withdrawn.
(b) Such determination or recommendation shall be in writing and shall set forth the reasons therefor. Any determination or recommendation shall be submitted to the Council, sent to the applicant, and filed with the Village Clerk.
