(a) Appointment and Qualifications. The Commission shall consist of seven members appointed by the Mayor with the advice and consent of the Council. All Commissioners shall be residents of the Village and shall have a demonstrated interest, knowledge, ability, experience, and/or expertise in architectural restoration, rehabilitation, local history, archaeology, modes of cultural or artistic expression, and/or neighborhood conservation or revitalization.
(b) Term; No Compensation. Except as provided in the next sentence, Commissioners shall serve for a term of four years and until their successors have been appointed and have qualified for office. The terms of the Commissioners shall be staggered as follows: two Commissioners shall be appointed initially for two years, two Commissioners for three years, and three Commissioners for four years. Any vacancy shall be filled for the balance of the unexpired term by appointment of the Mayor and advice and consent of the Council. Commissioners shall be eligible for reappointment. All Commissioners shall serve without compensation.
(c) Chairperson and Vice Chairperson. The Mayor shall designate one Commissioner as chairperson to preside at all meetings and hearings and to fulfill the customary functions of that office, and another Commissioner as vice chairperson. In the absence of the chairperson, the vice chairperson shall act as chairperson.
(d) Secretary. The Village Manager shall designate a secretary for the Commission. The secretary shall provide for the keeping of minutes and all other records of proceedings of the Commission.
