1484.02 APPLICABLE PERIOD; PROCEDURES.
   After the first cold weather condition or after December 1 each year, whichever occurs first, all concrete work will be subject to the following requirements until April 1 of the following year:
   (a)   Footings shall be poured only on frost free soil when the air temperature is not less than twenty-five degrees Fahrenheit and rising. Concrete forms shall be kept in place for a period of not less than two days after the pour, and the concrete must be completely covered by insulation blankets.
   (b)   Foundations shall be poured when the air temperature is not less than twenty-five degrees Fahrenheit and rising. Concrete forms shall be kept in place for a period of not less than three days after the pour and the concrete must be completely covered by insulation blankets from the top of the wall to the base of the footings.
   (c)   Slab on grade foundations shall be poured only on frost free soil when the air temperature is not less than twenty-five degrees Fahrenheit and rising. The concrete slab and foundation above grade must remain completely covered by insulation blankets for a period of not less than twenty-one days after the pour.
   (d)   Unless otherwise approved subsequent to March 1 by the Village’s Director of Building and Zoning, outside flat work shall be prohibited.
   (e)   Inside flat work shall be allowed in the basement of a building or structure, including attached garage(s), if the temperature is maintained at fifty degrees Fahrenheit. In regard thereto, the use of salamanders (torpedo heaters) or other equipment that expels flue gases into the area above the concrete floor is prohibited because of the carbonation to fresh concrete that is caused thereby. U.L. listed, vented type heaters are permitted for supplemental heat provided the unit(s) is adequately vented to the exterior of the building or structure.
   (f)   Outside masonry construction laid when the air temperature is below forty degrees Fahrenheit shall be enclosed and heated while being laid and for not less than forty-eight hours after being laid. Frozen materials shall not be used nor shall frozen masonry be built upon.
