For purposes of this chapter:
(a) Cold weather shall be defined as a period when one of the following conditions exists for more than three consecutive days:
(1) The average air temperature is less than forty degrees Fahrenheit; or
(2) The air temperature is less than forty degrees Fahrenheit for more than one-half of any twenty-four hour period.
(b) Average air temperature shall be defined as the average of the highest and the lowest temperature occurring during the period from midnight to midnight.
