(a) No luminaire with a lamp or combined lamps rated at a total of 1100 lumens or less shall, at any time, emit light which shall exceed one-half foot-candle of power at the property line. Such a luminaire shall have a maximum mounting height of twenty-five feet and, if the lamp is aimed, directed or focused such as to cause direct light from the luminaire to be a nuisance to residential buildings on adjacent or nearby land, or to create glare perceptible to persons operating motor vehicles on public ways, the luminaire shall be redirected or its light output controlled as necessary to eliminate such conditions.
(b) No luminaire with a lamp or combined lamps rated at a total of more than 1100 lumens shall, at any time, emit light which shall exceed one-half foot-candle of power at the property line. The light-emitting portion of such a luminaire shall not be visible at the property line and shall be mounted at a height equal to or less than the value 3 + D/3, where D is the distance in feet to the nearest property boundary. The maximum height of the luminaire shall be eighteen feet.
(c) Notwithstanding the foregoing, where the adjacent area or lot is being used as parking in conjunction with the area or lot on which the lighting is located, the spill-over lighting on the adjacent area or lot can exceed one-half foot-candle of illumination.
(d) Lighting shall be reduced to security lighting one hour after normal closing.
