1466.02 DEFINITIONS.
   As used in this chapter:
   (a)   100-year storm means a rainfall having a one percent chance of occurring in any one year.
   (b)   Building spot survey means a topographical elevation survey showing, in detail, the top of the foundation wall, the building location relative to the lot lines and the direction of the drainage flow. Such survey shall be conducted immediately after the foundation has been poured and backfilled, and shall be certified by a registered land surveyor. A building spot survey shall be provided by the permittee to the Village at the permitte's expense. The survey shall be submitted with a scale no smaller than one inch equals forty feet.
   (c)   Elevation means the elevation of structures, the earth or other items, with respect to established benchmarks in terms of U.S.G.S. datum.
   (d)   Final grading means the vertical location of the pavement or landscaped material surfaces after all grading work is completed, in accordance with the grading plans. "Final grading" means the process of grading a parcel to the finished grades proposed on the grading plan.
   (e)   Flooding means a general or temporary condition of partial or complete inundation of normally dry land areas from the overflow of inland waters, or the unusual and rapid accumulation of runoff from surface waters from any source.
   (f)   Foundation opening elevation means the lowest unprotected opening in a structure.
   (g)   Grading means the excavation, the filling, or any combination thereof, of any parcel, and shall include the operations and conditions resulting from, and necessary because of, any excavation or filling of any parcel.
   (h)   Grading Plan means the depiction of any man-made change to an improved or unimproved parcel of land, including, but not limited to, the damning, obstructing, changing, altering or improving of any natural course or natural drainage way.
   (i)   Occupancy survey means a topographical survey prepared and certified by a registered land surveyor or a registered professional engineer, indicating elevation contours on a given parcel. The elevation contours shall be a minimum of one foot and in sufficient detail to adequately determine the proper final grading of a parcel, as determined by the Village Engineer. An occupancy survey shall be provided by the permittee to the Village at the permittee's expense.
   (j)   Parcel means a lot or a portion of a lot, a land site or a portion of real estate, not publicly owned.
   (k)   Permittee means any person to whom a grading permit is issued.
   (1)   Rough grading means the excavation, the filling, or any combination thereof, a parcel, to a two inch plus or minus variance from the final grading requirement, less an appropriate allowance for topsoil, as specified in the approved plans and specifications.
   (m)   Storm water management facilities includes, but is not limited to, such items as paved gutters, surface inlets to subsurface storm drains, formed drainage swales, rip-rap lined channels, catch basins or manholes that connect into a subsurface drainage system, and storm sewer and storm water detention or retention facilities, with all to be located within a dedicated easement for storm water drainage or within publicly owned property.
   (n)   Structure means a combination of materials used to form a construction that is safe and stable, including, but not limited to, buildings, bridges, sheds, shelters, fences and display signs; the term "structure" shall be construed as if followed by the words "or part thereof".
   (o)   Swale means a natural or man-made depression to carry storm water from one area to another.
   (p)   Watercourse and waterway means a natural path in a lower area of the land that carries natural storm water runoff from areas of higher elevation (drainage course or drainage way).
