(a) No person shall construct or maintain a barbed wire fence or electrically charged fence in the Village, except as provided in subsection (b) or (c) hereof.
(b) Barbed wire fences may be permitted under the following conditions:
(1) Areas must be zoned for farming or a special use must have been granted for farming.
(2) Areas must be used primarily for farming or agricultural purposes.
(3) Barbed wire fencing shall be not more than four and one-half feet in height.
(4) Barbed wire fencing shall have thereon a clearly visible warning placard every fifty feet.
(5) Barbed wire fencing shall not be allowed to abut established and developed residential areas.

(c) Electrically charged fences shall be permitted to control animals, provided that the electric current used is not harmful to humans or animals.
