The Architectural Review Board shall act as an advisory body for construction plans submitted to it by the Commissioner of Public Property and Building. The Board shall review such plans and make recommendations to the Commissioner. The decision of the Board shall be based on the conformity of such plans to Village ordinances and shall include recommendations so that nothing constructed alters the general character of the Village. The Board shall also be available to advise the Commissioner in areas under his or her authority about which he or she may see fit to ask its assistance.
