(a) The Building Inspector, the Plumbing Inspector, the Electrical Inspector, the Code Enforcement Officer and such other officers and employees as may be assigned to the Building Department are hereby assigned to the Commissioner of Public Property and Building. All such officers and employees shall perform their duties subject to the supervision of the Commissioner.

(b) In the absence of a specific appointment to the office of Electrical Inspector, Building Inspector or Plumbing Inspector, the Commissioner shall have all the powers and duties assigned to any such office to which a specific appointment has not been made.
