1440.01 COMMISSIONER OF PUBLIC PROPERTY AND BUILDING.
   (a)   Supervision of Department. The Commissioner of Public Property and Building, also known as the Building Commissioner, shall be in charge of the Building Department and shall have supervision over, and be responsible for, the proper functioning of the Department.
   (b)   Duties. The duties of the Commissioner are as follows:
      (1)   The Commissioner shall have charge and custody of all buildings, lands, vehicles, tools, merchandise and other property of the Village, which is not assigned to some other department, and shall be responsible for the proper care of the same.
      (2)   The commissioner shall be charged with the enforcement of the provisions of these Codified Ordinances relating to the construction of buildings and to the installation of electrical fixtures and wiring, plumbing and sewer fixtures and pipes, and private sewage disposal systems.
      (3)   The Commissioner shall have supervision over the services rendered by a utility company under any license, franchise or grant of authority to operate the same.
      (4)   The commissioner shall be responsible for:
         A.   All inspections to ensure compliance with this Building and Housing Code;
         B.   The enforcement of the Planning and Zoning Code;
         C.   The maintenance of current accurate land use and Zoning Maps of the Village; and
         D.   Performing such other duties as may be required by the Mayor and Council, including providing assistance and advice as may be required by the Plan Commission or other agencies of the Village.
