The Residential Districts set forth in this Zoning Code are established in support of the primary goal of the Village which is stated in the Comprehensive Plan as follows: "To maintain the existing character of the Village, especially as to population density, the preservation of trees and other plant and animal life, both wild and domestic, topography, natural contours and drainage."
In further support of this goal and to protect the health, safety, welfare and economic stability of the residents, the following specific objectives shall be considered:
(a) Protection against fire, noxious fumes, excessive noise, dust and other pollution of air, water and the soil;
(b) Protection and promotion of proper lighting and ventilation of buildings;
(c) Protection of residential areas against unduly heavy traffic and vehicles, hazardous thoroughfares and intersections and dangerous and improper egress from and ingress to public streets; and
(d) Promotion of the best use and development of residential land in accordance with the Comprehensive Plan, thus protecting the value of land and improvements and thereby strengthening the tax base.
