After the approval of the preliminary plan and prior to filing an application for approval of a final plat, the subdivider shall submit to the Building Commissioner construction plans and specifications, prepared by a registered engineer, for required land improvements. _ Such construction plans and specifications shall be approved by the Building Commissioner and other public officials having jurisdiction and such approval shall be certified on the final plat.
