The preliminary plan shall be drawn on tracing paper or tracing cloth, having a minimum size of twenty-four inches by eighteen inches, in such a manner that clear and legible prints can be made, and shall include the following:
(a) Identification and Description.
(1) The proposed name of the subdivision, which shall not duplicate the name of any plat heretofore recorded in the Village or in the County;
(2) The location by legal description showing section, township and range;
(3) A boundary line survey map with accurate distances and angles prepared and certified by a registered surveyor;
(4) A topographic map, which shall accompany the preliminary plan;
(5) The names and addresses of the applicant, the owner and the subdivider having control of the tract and the designer of the plan;
(6) The graphic (engineering) scale, which shall not exceed 100 feet to one inch, except that tracts of 200 acres or more may be drawn at a scale of one inch to 200 feet;
(7) The north point (designated as true north); and
(8) The date of preparation.
(b) Existing Conditions.
(1) Boundary lines of the proposed subdivision in accordance with paragraph (a)(3) hereof;
(2) The total acreage therein;
(3) Existing zoning districts in the proposed subdivision and adjacent tracts;
(4) The location, widths and names of all existing or previously platted streets or other rights of way showing the type of improvement (if any), railroad and utility rights of way, parks and other public open spaces, permanent structures, easements, section lines and corporate lines within the tract and to a distance of 100 feet beyond the tract;
(5) The location and size of existing sewer pipes, water mains, culverts or other underground facilities within the tract and to a distance of 100 feet beyond the tract, as well as locations of catch basins, manholes, valves and hydrants, indicating such data as surface and invert elevations;
(6) A location map, if the subdivision in question lies beyond the Village limits and such map is required by the Plan Commission, which map shall show boundary lines of adjoining unsubdivided or subdivided land within an area one-half mile beyond the subject subdivision boundaries, and which map shall identify the type of use of surrounding land and show existing streets;
(7) Topographic data, in accordance with paragraph (a) (4) hereof, which shall include existing contours at vertical intervals of not more than five feet; and
(8) Locations of, or reference to, existing monuments or survey markers used in preparation of the survey.
(2) The layout of streets, showing:
A. Right-of-way widths and street names, which shall not duplicate the name of any street heretofore used in the Village and its environs unless such street is an extension of or in line with an already named street, in which event that name shall be used; and
B. Proposed through streets extended to the boundaries of the subdivision;
(3) The location and width of pedestrian ways, alleys and utility easements;
(4) The layout, total number of lots, dimensions of the lot containing the minimum width and depth and the lot containing the maximum width and depth;
(5) Minimum front and side street building set back lines, indicating dimensions;
(6) Areas (other than those listed in paragraphs (c) (2), (c) (3) and (c) (4) hereof), if any, intended to be dedicated or reserved for nonresidential purposes, indicating in each the approximate acreage;
(7) Typical street cross-sections, together with an indication of the proposed storm water run-off facilities;
(8) The design intent of sanitary sewers, storm drains and open drainageways, if any, and the proposed method of sewage treatment and waste disposal;
(9) The design intent of the proposed location and sizes of water mains, valves and hydrants;
(10) The design intent of proposed street alignments, pavement widths, approximate street elevations and gradients; and
(11) The design intent of the location of proposed street lights and easements therefor.
