No occupancy permit shall be granted by any governing official for the use of any structure or land improvement within a subdivision approved for platting or re-platting until required utility facilities have been installed and made ready to service the structure or land improvement and until roadways providing access to the lot or lots containing such improvements have been constructed or are in the course of construction and are suitable for vehicular traffic.
